The "problem" in another department was a running big brother
(http://bb4.com/) network monitor which gives the same messages:
Sep 1 15:12:02 foobar sshd[1785]: connect from [EMAIL PROTECTED]
Sep 1 15:12:02 foobar sshd[1785]: log: Connection from xxx.xxx.xxx.xxx port 3470
Sep 1 15:12:02 foobar sshd[1785]: fatal: Bad protocol version identification: quit
