hostbased authenication

Hi,
I've tried and tried to get hostbased authenication to work using ssh2.2.0 
using the ssh-faq-4 docs.

I want to be able to execute a remote command via ssh (instead of rsh)
without requiring a password.  I checked everything I could in faq-4, but
it still prompts for password.  Has anyone successfully installed this and
what were to gotchas.
