I have solved the problem. It was due to the hosts.allow file set incorrectly.
 
What I had before:
 
/usr/sbin/sshd: ALL
 
It does not work.
 
It should be:
 
sshd: ALL

I have installed OpenSSH2.1 with my installation of OpenBSD2.7 OS
 
However when connecting to the host from a remote computer. The connection is closed and message on the host computer is that
 
sshd: refused connect from 203.42.000.1
 
The remote host message is:
 
ssh_exechange_identification:connection closed by remote host.
 
The configuration is default. Could anyone enlighten me here?
