ssh.com tells me sftp is not supported on the NT server, but is being
considered for a future release.

I am running ssh 2.3 on both Tru64 Unix and NT 4.0 servers.  When trying 
to execute a sftp batch process from the Unix server to the NT server, I am
getting "connection refused".  The connection worked fine pre-SSH.  

What do I need to do, other than change ftp to sftp, to get these transfers
working?  
Is there an NT service that should be running? Is there an NT server
version?  
I have the NT client installed on that server.
