It's hard to say from the distance.
A "connection refused" probably means that there is no EGD process waiting
on /entropy. I don't think it is a permission problem, but please check
this out too. sshd runs as root, so it has no problems accessing /entropy
regardless of the permissions. ssh running with normal permissions may
run into permission problems on the socket.
In any case please use the "egc.pl" tool included in the EGD distribution
to check out /entropy. Run it as the same user that has the problem to
contact /entropy.
