I had a problem recently where ssh worked fine, but
scp didn't work at all, and it turned out that
scp wasn't in the path on the target system. You can
turn on debugging on the server side to see if this is the problem.
I ended up making a link in /bin to point to the actual location
of scp.

This was on RedHat 6.2.
