HP-UX 11.00 & OpenSSH 2.3.0pl1

I am attempting to install on a trusted HP-UX 11 and it is failing during the configure.  I have zLib and OpenSSL installed.  zLib seems to work since it passes that check, but OpenSSL doesn't get found.  It returns this error. checking for OpenSSL directory... configure: error: Could not find working SSLeay / OpenSSL libraries, please install OpenSSL is installed in the /opt/openssl directory and it is version 0.9.5a from the HP Software Depot.  I have attempted to specify it using ./configure --with-ssl-dir=/opt/openssl.  No good.  I have attempted to add it to my path, edit the configure.in and configure files as recommended elsewhere on the internet, but it continues to halt.
