Well, I'm dang near a newbie, but we'll see if I can help.
My first bit of advice is to make sure you can log into your own computer
sucessfully using SSH. Then you know your server is working more or less
correctly, and your client is working well enough to use your server,
which is a good clue that it will work with someone elses', like the
ISP's.

Can you log in with user name authentication? Or -- shudder -- rlogin or
telnet? If so, you are part of the way home. You need to move the key you
generated on your computer, the client, onto the server computer. I've
documented this in gory detail for openSSH at
http://w3.trib.com/~ccurley/OpenSSH.html. If you are using anogther
implemetation of SSH, file names and the exact proceedure may vary; ask
your ISP for the appropriate docs.

OpenSSH logins that fail can take a while to time out. I haven't timed it
yet, but it can get boring. So go get a cup of coffee or something next
time before you call them. Give it at least ten clock minutes.
Try logging in with verbose output (ssh -v); that may give you some ideas.
Can you rlogin or telnet in to do the kill? I don't recommend it for
general use, but it will get you off the ISP's back.
