I have openssh-2.5.2p1

I need to allow all the users of one server log into
another. I managed to get one user log. I don't know
exactly how because it took me four hours and I tried
all the possible combinations of hosts and options.

The last thing I did was do the public key setup
and add known_hosts to the server. It's a tough
thing to do. I find it very hard. really really.
Maybe I missed some doc somewhere but I did search hard.

I made the hosts.equiv thingie work with openssh-2.3.0
or older. It was very easy. That is not working now.
I'm just looking for a doc that explains how to
make the hosts.equiv work. I've been searching
a lot in the mailing list and google but I still
haven't find a step by step or a checklist. I did
read the ssh faq and double checked it.

Do I have to do the public key for each and every
user to log in another server ?

Does hosts.equiv works ? What options of sshd_config
do I have to look at ?
