You also need tcp.h. I got bit by this also. I put it in
/usr/local/include.

I am a new user of OpenSSH, I try to install openssh-2.5.2p2
on a SUN
UltraSparc 5 running Solaris 8, I get error during the configure
stage:
user@host $./configure --with-tcp-wrappers
--with-ssl-dir=/usr/local/ssl

^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
my libwrap.a exist in /usr/local/lib.
