Bug : Null passphrase problem in OpenSSH (II)

Hi All !

After testing the ssh client, I have discovered that If I enter three
times an invalid passphrase (at least one character) for the identity file (remember 
that the
identity file has no password) after the third incorrect passphrase
the ssh client establish the connection with the server.

Maybe a bug ?
