I think it has something to do with the /dev/random not present on
Solaris. I seem to have read about this somewhere, probably in another
mailing list.

scp is installed on /usr/local/bin by default but it seems that your
default path does not include /usr/local/bin. The latest port of openssh
does not have this problem. Are you sure you're using the latest ssh?
