I do not really see this happening on HPUX 11.0.  Do people see it on other
OS's as well?

I resently updated several Solaris 7 and 8 systems and AIX 4.3.x to ssh
v3.0.
And I got a big problem. I think there's a bug in the sftp because in all 
the systems,
when someone connects by sftp, the cpu use for that process goes to the 
roof. It's
between 25% and a staggering 50%. With just 2-3 sftp connections can bring a
system to a crawl. I had to go back to v2.4

Any Thoughts about what's wrong?
