We're running ssh 2.4.0 (from ssh.com) and can't get it to
allow root logins without a password.

That is, we've managed to set things up so a 
non-root user can slogin to another host without
password (provided they've done the ssh-pubkeymgr
business), but it won't work for root - we are still 
prompted for root password.  Is there a fix?

We're running Solaris 2.6 and 7.
