It has to find both tcpd.h and libwrap.a

Since I use a lot of programs which need tcpd.h and libwrap.a, I just 
copied libwrap.a to /usr/local/lib and copied tcpd.h to /usr/local/include

i used  --with-libwrap=/usr/local/lib
