Depends what you mean by "relationship". SSL as used by MSIE does not
use CryptoAPI (according to Microsoft CryptoAPI mailing list) and SSLeay
doesn't either.
They do implement some common standards so there is a similarity in that
sense: at least that is in the cases where the MS implementation is not
non-standard or broken.
