Aha. I didn't have the web server looking at the correct CA file.
I found this out when I looked at the ssl.log:
verify error:num=20:unable to get local issuer certificate
verify return:0
Having the "SSLCACertificateFile" directive pointing to the correct CA file in
the httpd.conf fixes this up nicely.
