Port 443 doesn't ask the client for a client certificate. You need to
use Port 444 for that. It is up to the server to ask ... if it does not then
the client cannot provide it.

There are links on the ~tjh page that describe each of the different
circumstances that you can invoke cryptocheck.php under.
