Another option would be finding someone with a  3D pantograph. That is how Grandt line 
products did and  
does their fine detail work in their molds. A good example is the 1/24th scale D&RGW 
trucks and wheels 
that 
are supplied by Ryan Equipment. The tools to produce these as well as the injection 
molding were done at 
Grandts. The numbers and letters 
on the back side of the wheel are done in a spiral and are between the ribs. 

Mike's offer to do a cad file from which a pattern could be made would be the modern 
method.

Some of the small detail on our tie strips and insulated railjoiners was done with a 
EDM  electrode that was 
carved out  to a positive image and then plunged into the aluminum die to produce the 
proper bolt head or tie 
plate detail. The detail started out as a cad drawing and that data was loaded to a 
CNC to cut the electrode. 


As you can see there are many ways to skin this cat.
