Hi,
I used soupy cement in the 1 1/2" PVC posts I used. Don's posts look like 
they are 3" or 4" and probably would not need the cement. I used small donuts 
of concrete that were poured using a piece of 4" PVC about 2" in depth as a 
"form." The hole in the donut was made by using a well greased piece of dowel 
rod that was later taken out of the concrete donut after it set up. A piece 
of 3/8" rebar was pounded into the stuff they call soil here, actually lime 
rock dug out of the drainage canals that turned this swamp land into building 
lots.
    To make slight (as much as 2") adjustments, I made a collar of aluminum 
tubing that fit over the end of the PVC. The aluminum tube had a hole drilled 
in it that would slip a stainless steel sheet metal screw, a #10 about 1" 
long. Use a builders level, water hose level, or laser, then insert the screw 
so it penetrates the PVC and you are done. Future adjustments are easily made 
by removing the screw, re-leveling, and then inserting the screw again. 
    The frames were painted with Coronado Mack Green paint as were the PVC 
pipes.
