Bob's recommendation to use aquarium tank caulking is probably better than using epoxy. You should prep and clean the surface the same as for epoxy. I keep forgetting about silicone sealants because I just haven't used them very much.
With the correct surface preparation a good silicone sealant should adhere just fine. The silicone sealant's elastometric properties could make it more durable than epoxy in the long run for repairing the water tank.
