Not knowing any more than I do about what Mr Harris's concerns were I
would have to say he was addressing mechanical efficiency rather than
thermal efficiency, at least as a first concern. Among other things,
slower speeds and long cutoffs virtually eliminate expansive working which
translates into even more abysmal thermal efficiency.
