You need to install the additional codepage support for STAF. During the
STAF install, select a "Full" install (instead of "Typical"), or select a
"Custom" install and select "Additional codepages" on the list of custom
features.

[staf-users] [STAF] Code page defaulting warning
Hello,
I installed STAF exactly as described in the hands-on demo, I always get
this warning whenever I run any command for any service, even when I'm
just starting STAF for the first time (stafproc):
Could not open file C:\STAF\codepage/ibm-720.bin
WARNING: Defaulting to LATIN_1
After the warning, response messages are displayed normally on the
following lines, but how can I get rid of this warning?
