No, there isn't a way to disable the ability to create static handles in
STAF.

Is it possible to disable static handles in STAF? I am thinking of
tightening the authentication system a little bit; the problem being
that static handles can be used by anybody logged in to the same
system, so if a user with high trustlevel has authenticated with a
static handle on this system, anybody can look up the static handles
and use it.
