So I seem to have solved this on my own. The Windows host in question was
in some really bad state and while pingable, you could not log in or
otherwise connect to it. I'm guessing the STAFproc was connecting, and then
locking up, causing a different sort of timeout than what I was expecting.
A power cycle and reboot of the host seems to have cleared things up. :)
