Currently the full stack launcher is placed in the FISE directory. Problem is
that other components like INTERPRET depend on this launcher and become
therefore dependent on FISE.
Refactor the full stack launcher and move it out of FISE to a top level folder,
so that a FISE build is not dependent on other components.
