This is done via OSGi metatype, see for example 
http://svn.apache.org/repos/asf/sling/trunk/bundles/engine :

src/main/java/org/apache/sling/engine/impl/SlingMainServlet.java has
@Component(immediate = true, metatype = true...

and ./src/main/resources/OSGI-INF/metatype/metatype.properties defines the 
user-friendly names.
