Operation performed on rules.web:
* removed Jersey's components (endpoint application, etc.)
* created RulesFragment that implements
org.apache.stanbol.commons.web.base.WebFragment
* extended all the resources as StanbolBaseResource
* created RulesRootResource as HTTP home page for Stanbol Rules
* cleaning of POM (removed unlinked dependencies)
