Currently OpenNLP is only used by the opennlp-ner enhancement engine however in
future more components will depend on OpenNLP.
Here the aim is to
* create a Bundle that exports the OpenNLP packages
* provides a component that allows to create the different Models (sentence,
tokenizer, name finder, part-of-speech and chunker)
* and loads the data required for such models by using the DataFileProvider
* provides other general purpose utilities
The bundle will be part of Stanbol commons
The opennlp-ner enhancement engine needs to be updated to use this new bundle
