Logging improvements for Refactor engine and Rules

Sometimes rules are not loaded for some reason. The log currently does not
provide any information about a rule not being loaded or also being
successfully loaded.
The log only provides information about a rule being removed. It could be a
nice idea to provide warnings for rule that
cannot be loaded and infos for rules that have loaded.
Attached the proposed changes to the Engines/Refactor and Rules components to
improve logging.
