Missing SWRL encoding of built-in atoms in Rules

Built-in atoms in Rules does not provide any SWRL atom.
The toSWRL(OWLDataFactory) of built-in atoms always returns a null value
instead of a org.semanticweb.owlapi.model.SWRLAtom object.
