Include Stanbol default ontology network

Apache Stanbol should come with a default configuration that allows
administrators to setup a default ontology network (with common of
general-purpose ontologies), or parts of it.
This can be achieved by providing default ontology registries, with a lazy
loading option set.
At a minimum, the RDF files that describe these registries should be provided
as default data, either in an own data bundle or as ontologymanager.registry
resources.
