The rule ontology location provided as default in RuleStoreImpl is a URI, i.e.,
http:/ontologydesignpatterns.org/ont/iks/kres/rmi_config.owl, instead of being
a file system location.
This causes a java.io.FileNotFoundException during the activation of the
RuleStoreComponent.
