Because the default start-level org.apache.sling.launchpad.installer is higher
that the start level of many stanbol bundle these cannot be configured befaore
the first launch when the launchpad bundles are used as per the default
configuration of the launchpad. Increasing the startlevel of all bundles
ensures that such platform bundles can be loaded before the oarts of stanbol
that are configured with service properties.
