Only people in the project group can edit issues in this way. Should you be in the project group? If so what is your username?

I'm not seeing that problem - an intermittent issue?

That's an older version of JIRA so the UI is a little different. Furthermore JIRA is a highly configurable application. We only just upgraded JIRA and I'm not yet familiar with this new interface so I can't point you in the right direction I'm afraid.
