I think the principle Idea is to use
"{major}.{minor}.{maintenance}-incubating"
where {minor} to not break existing code but typically will add
additional functionalities and
{maintenance} only provides some improvements/fixes but does not add new stuff.
Based on that I could imagine to use an mix between (1) and (2)
depending on the type of
the changes between the releases.

I could imagine that decreasing the version number from 0.9.* to 0.1.*
is not a good idea.
