Queries are not supported by "caches". (cache strategy "used")

What is the all behaviour? Is it like:
 [1] check into cache,
 [2] return cache,
 [3] if not found in cache, retrieve online,
 [4] in cache

Or, if it's not in the cache, is not going to be retrieved?
