We had also problems with svn up on the dev.iks-project.eu server today. But 
after some - very long 90min - a new clean svn checkout succeeded.

At the same time I had also troubles to open http://svn.apache.org/ in the 
browser.

Now everything looks fine. A new svn co in less than 1min
