OK I think I found the problem. Reto increased the start levels of the bundle lists under /launchers by 10 (see Stanbol-714). However the start levels of all other bundle lists (e.g. enhancer, entityhub, data, cmsadapter ...) where not increased. Because a lot of those services where started before the components they depend on.
Usually this should not be a problem. However the ConfigAdmin does not start a configuration for a component that used servicefactroy if the Class of the servicefactory is not yet loaded. This means of the configuration is added before the service (e.g. a Entityhub ReferencedSite configuration for DBpedia) before the Bundle providing the ReferencedSite service is loaded the DBpedia ReferencedSite will be never started and stays "unsatisfied". Because of this the integration test failed starting after this change. After increasing the start levels of all other bundle lists everything works fine again on my machine. I will commit my changes shortly. Hopefully this will also make Jenkins happy again.
