Yes, I think we would use something like those services, or indeed those
services themselves if the people who run those services wish to donate
code to the effort.

No, it's not. I want this to be an independent site. We could use
xmpp.net for the service, or some other domain. But IMHO it will not be
an official XSF service (note that jabber.org is not an official XSF
service, either, but is hosted on XSF machines -- we might pursue the
same model for the "IM radar" site).
