IMHO that is an implementation decision for the server developers --
as far as I can see, nothing in the spec prevents it from being an
external component.

Do you also think that we need to define a service discovery identity
for a JID Prep service (e.g., jidprep.example.com or a bot)? If so,
we'd need to add that to the spec.
