My reasoning is that a) XEP-0184 is fairly widespread and b) the batch acknowledgment is not an optimization that works very well on delivery receipts. You usually want to send out the ACK as an immediate respond and not queue it for some amount of time to wait if you might receive more message that can be acknowledged.
