XEP-0084 already has the ability to reference multiple formats and
multiple sizes. Including some hosted on HTTP servers.
That's exactly why I want to make HTTP Upload permanent. So we can put
one small 64x64 PNG in PEP and all other avatars onto HTTP.

So your suggestion is to wake up the other client and generate traffic
on the other client (Jingle) every time someone wants to download an
avatar? Also this prevents users from downloading avatars while the
other client is offline.
