My preference for resolving the issue raised is that the client should
indicate its preference in ALL roster IQs. So if the client sends an IQ
without the annotate, it will be taken as an indication to stop sending the
additional MIX information.
I can't really see a reason a client would need to send a second roster
get, but if they do it makes sense to me for the server to reset the
state to whatever's in that request (i.e. I agree).
