Probably best to differentiate between the discovery of a conversation
starter and the conversation as a whole. For conversation starter, here
are some things we could do.

* Link in a notice item: If a notice has at least one (or more?) reply,
we do: 'about a minute ago from web started a conversation'. I think
this is the most intuitive option.

* Aside section (or page) for most recent and popular conversation
starters: I think we had this planned somewhere.

* Search: At the moment I'm not sure how searching for a conversation
starter would work or be useful.
