I love the sandbox idea - we can isolate the impact but not the user
and give them a second chance.

The silence feature is perfect for a large site with volunteer
moderators - they will be able to sandbox or/silence someone based on
rules but not delete.  That allows the admins to review the issue and
do the delete.

Basically this could mirror the options large IRC sites use: de-voice
(sandbox), kick (silence), ban (delete)

well, I guess it comes close ;)
