It's a bit broken at the moment, at least in part because bit.ly has
disabled the older version of their API that it used which allowed
anonymous usage. Bit.ly's newer API requires authentication with an API key.
One of my experimental branches where I was playing with reworking our
URL shortening interface includes a working version, if you set a
site-wide key:
http://www.gitorious.org/~brion/statusnet/brion-fixes/commits/cleanup-urls
However that may not work on a stock system.
