Well, there is currently no need to check opt_no_exceptions inside 
test_has_facet() because has_facet() doesn't throw if a facet is not installed, 
it just returns false. The test_has_facet() test doesn't check the return from 
has_facet(), so it doesn't detect the error.

I'm thinking that this test should be checking the return from has_facet(). We 
don't appear to have a single-threaded test that checks the result of 
has_facet() matches expectations, and we should. One argument against doing so 
here is that this is a multithreading test.
