Matt,

You can send a draft of rationale to me and I will edit it into the
P1619 document.

I would like to emphasize that we should refrain from trying to make the
document cover all aspects of security. There are thousands of pages in
FIPS/NIAP standards that talk about related issues, including issues
related to quality of keys, non-reuse of keys, etc.

Hi Shai,

I might be able to work on such a section. Do you have a Microsoft Word
version of the 1619 spec that I could get a copy of?

Do we need a 2 week quiescent period before voting on this document? If
so, I suspect we'd want the final draft out before the end of the month
for our meeting in February.

Speaking of which, has anyone given thought to which day we want to meet
for the 1619 group? It's currently scheduled as a day during the week
of February 13th (during the RSA conference). The meeting's close
enough that it's time to start scheduling flights.

Lastly, I was wondering if we could get the 1619.1 (tape) spec ready in
time for voting in the February meeting in addition to the 1619 (disk)
spec. Do we need to add some more boilerplate to the 1619.1
specification before it can be voted on? I could devote some time to
this one as well.

How about we schedule a teleconference in 2 weeks to discuss any
outstanding issues? Jim, could Sun host something like this? If not,
Quantum could probably set something up.

1619 Outstanding issues:
- Add rationale section at end
- Any others?

1619.1 Outstanding issues:
- Define method for ensuring IV uniqueness between vendors (or rather
technologies or formats).
- Add more test vectors
- Do we want to keep GMAC mode? (authentication only)
- Any others?

Can anyone else take it upon him/herself to produce an appendix for 1619
that talks about the rationale behind this standard? (I will be happy to
help, but I cannot commit the time to produce a coherent text that can
be
incorporated as part of the standard.)
