It works with the reservation removed, and without explicitly running as 
administrator. How should this be documented?

Figured you already tried that.  Can you try the old fashion way?

1.  Run AuthorizeWcfServices.bat and delete all reservations
2.  Run OrderProcessorConsoleHost.exe as Administrator manually

No such luck this time. That was one of the first things I tried. Tried it 
again just now, same result.

I've seen this before, and IIRC a restart fixed it for me.  Have you tried that 
by any chance?
